不能“越级”的上访，还叫“上访”么？那在“装模作样”当好人！

“成事不足，败事有余”的这一“规定”，设定开始，就站在“既得利益者”一方，把服务的对象（人民），拦在了“对立面”。从头到尾，都是个伪善的“虚构谎言”。真可谓“封建官僚体制”的毒瘤。
